Allow Non-Admin Users to Confirm Bulk Store Transfers

When a role has the Create permission enabled for Bulk Store Transfer, they will be able to confirm bulk store transfers. 

When the role permission has create enabled for Bulk Store Transfer, the user will have the ability to confirm Bulk Store Transfers – even if they are non-admin users.

Head to System Setup > Roles and Role Memberships to edit the role you wish.
